Similar to the sf package (see similar PR: r-spatial/sf#1835), this adds an
--with-sqlite3-libconfigure argument to specify a non-standard location for sqlite3 libraries. As far as I understand this is only needed for the linking test during installation.I'm not sure why runstatedir was removed from configure, so feel free to fix it directly or let me know how I can fix it. I generated configure with autoconf/2.69.
