Issue Details

The PowerShell help for the Private parameter of the New-GitHubRepository and Update-GitHubRepository functions specify that creating private repositories requires a paid GitHub account. This is no longer correct, as all GitHub pricing plans support unlimited private and public repos.

GitHub free plans have changed and now private repos no longer
require a paid plan.
