Upgrade Azure Log Forwader's EventHub/Storage Acct TLS versions

What does this PR do?

This change enables TLS1.2 for storage accounts and event hub namespaces deployed within Datadog's Azure Event Hub Log Forwarding solution.

Motivation

We were previously defaulting to TLS 1.0, which is being retired by Azure.
