We already have working logic for programmatic three way merge in override-tools. We should add a CI task that periodically cherry-picks PRs with a "Backport to xxx" tag and creates backport PRs.

Flagging for us to evaluate in triage. This issue has been added to #9395 which has a milestone goal of 0.70. Let's discuss if this is work we want to make an investment in and for what milestone.

Next step is to engage with our bot team (Fabric/Merlin/whatever) to find out what exists and what extensibility we can use that would be helpful here.
